Mozambique’s Digital Transformation

Mozambique continued its digital transformation journey in 2024 through the World Bank‑backed Digital Governance and Economy Project, valued at around USD 150 million. The programme supports civil identification, e‑government services, and digital inclusion, aiming to modernise how citizens interact with the state.

Telecom operators such as Vodacom, Movitel, and Tmcel expanded mobile coverage, though broadband penetration remained relatively low compared to regional peers. E‑government services began to grow as agencies embraced digital tools for civil registration, tax services, and procurement. These changes are gradually improving efficiency and transparency in public administration.

Cybersecurity remains a challenge. Limited capacity and uneven digital literacy hinder resilience, leaving systems vulnerable to attacks. Nonetheless, opportunities exist for businesses to partner with government on infrastructure and service expansion, particularly in fintech and mobile payments.

Conclusion

Mozambique is progressing steadily, but future success depends on improved cyber resilience, digital skills enhancement, and continued investment in connectivity.
